In the 1980s, a wave of newstudies revolutionized the Japanese politics field. The empirical findings of this literature remain the conventional wisdom on Japanese policy-making patterns under the . In this paper, we offer a critical reinterpretation of the new paradigm literature. We do not offer new empirical analysis, but, rather, reconsider this conventional wisdom by putting a new spin on the evidence previous authors utilized to analyze the policy-making process in Japan under the 1955 System. Contrary to the conventional (...) view of strong central bureaucratic power, we argue that in the 1960s policy making was quite fragmented. In contrast to literature suggesting substantial politician influence in the 1980s, we argue that there was a decline in the influence of politicians in general in policy making. (shrink)

The Occupy Wall Street movement of 2011 and its corollaries, Occupy Sandy and Occupy Debt, have been largely understood as secular movements. In spite of this, religious actors not only participated, but in some cases played an integral role within the movement, lending material support, organizing expertise, and public statements of support. We rely on interviews with faith leaders in New York and Oakland, and engage in an analysis of print and online media to explore the role of religious actors (...) and groups in Occupy Wall Street. Religious participants were often long-time veterans of progressive political struggles and drew inspiration from their faith traditions. Nonetheless, religious commitments were secondary to political objectives shared by themselves and their secular counterparts. Religious leaders believed they offered symbolic authority to the movement and highlighted this in their engagement in the hope of giving it greater moral weight. Historical Cognitive Science I am lucky to strike three reviewers who extract so clearly my book's spirit as well as its substance. They all both accept and act on my central methodological assumption; that detailed historical research, and consideration of difficult contemporary questions about cognition and culture, can be mutually illuminating. It's gratifying to find many themes which recur in different contexts throughout _Philosophy and Memory_ _Traces_ so well articulated here. The reviews catch my desires to interweave discussion of cognitive (...) theories of memory with moral questions of psychological control and self-mastery, to evoke the virtues and the pleasures of strange, baroque beliefs about fickle 'animal spirits' coursing through the nerves and the brain, to demonstrate that mechanistic explanation (even in its blunt old Cartesian form) can acknowledge complexity, and to develop scientific conceptions of dynamic memory traces and representations which can survive uncharitable philosophical criticism. The book's insistent interdisciplinarity is just an inchoate quest to acknowledge the daunting variety of the phenomena: remembering is both natural and cultural, and is studied by narrative theorists as well as neurobiologists, by physicists as well as psychologists. By fusing the rangy detail of a history of early modern neurophysiology with the committed, even gullible fervor of a defence of 'new connectionist' cognitive science, I wanted to pull out the carpet from all those who are happy to let 'scientific' and 'cultural' approaches to the mind run along independently. Aratus’ Phaenomena calls upon its reader to scrutinize the letters of the text as carefully as the stars and constellations that form its subject matter. The poem abounds with clever letter-play and wordplay, and its reception too is characterized by verbal cleverness, as later authors vie with Aratus and one another to create ingenious textual effects. Among the best-known examples is the word ἄρρητον at Phaen. 2, a witty hidden sphragis for Aratus, who nowhere in his work directly names himself. (...) Later poets picked up on this pun: Callimachus speaks of the λεπταὶ ῥήσιες Ἀρήτου, repeating the verbal root of ἄρρητον in ῥήσιες and its sound in Ἀρήτου. It seems a compelling idea that experience of colour plays some role in our having concepts of the various colours, but in trying to explain the role experience plays the first thing we have to describe is what sort of colour experience matters here. I will argue that the kind of experience that matters is conscious attention to the colours of objects as an aspect of them on which direct intervention is selectively possible. As I will explain this idea, it (...) is a matter of being able to use experience to inform linguistic or conceptual thought about what would happen were there to be various interventions on an object. Against this background, I will review Locke’s fundamental argument that since we can change the colour of an almond by pounding it, there must be an error embodied in our ordinary concepts of colour: there is no such thing as intervening directly on the colour of an object. The analysis I present brings out the force of Locke’s argument. But I will propose a vindication of our commonsense conception of colour as an aspect of objects on which direct intervention is selectively possible. (shrink)

This is the challenge Erik Tamm has taken on in his recent biography of (...) Edward Ricketts, Beyond the Outer Shores. While some may know Ricketts as a pioneering ecologist and the author of the classic marine biology text, Between Pacific Tides, most know him as the model for “Doc” in the popular John Steinbeck novel Cannery Row, and the eponymous film adaptation. Much of the challenge arises from the fact that the fictional Doc as portrayed in Cannery Row is one of the most endearing characters in Steinbeck’s works. And according to all sources, Ed Ricketts shared many of Doc’s best qualities, and many of the incidents, people, and places in the novel are based on things Ed did and the people he knew. I would guess that many would be satisfied with knowing Ed Ricketts as Doc. It’s very tempting to do just that. The Monterey Peninsula, the location for the novel, is a beautiful place and it’s hard not to sense the presence of both Doc and Ed there. You might see them in Rickett’s restored laboratory/home, just a few feet from the entrance to the Monterey Bay Aquarium, or in the bronze statue of Ricketts placed near the site of his untimely death at the age of fifty-­ one. There’s also a Steinbeck monument in Steinbeck Plaza depicting the writer, Ed Ricketts, and several figures who play important roles in Cannery Row. The tide pools, which play such an important role in both Ed and Doc’s work are nearby and easily accessible. As a reader (and re-­reader) of Cannery Row and a frequent visitor to the Monterey Peninsula, I find it tempting to let Ed be Doc. To do so though would largely ignore the role he played in the development of ecology. Tamm’s book does focus on these achievements, and it does so in a way that would make sense to an ecologist: examining place and the ENVIRONMENT, SPACE, PLACE / VOLUME 13 / ISSUE 2 / 2021 134 relationships among individuals as they are influenced by that place. Thus, we have chapters titled “The Lab,” “The Great Tide Pool,” and “Clayoquot, Stubbs Island.” Other chapters deal with collecting trips to the Gulf of California and Juneau, Alaska. Each of these chapters provides a great deal of information about Ricketts’s ecological work in the area but also discuss his personal relationships as they developed in that space. This makes for interesting reading when we consider that these relationships involved such people as John Steinbeck, Henry Miller, and Joseph Campbell. The best example of this comes during the description of Ricketts’s 1932 collecting trip to Juneau with a young Campbell. The pair spent three months observing and collecting samples of marine life from the coastal areas. They also engaged in a number of discussions integrating ecology, biology, mythology, and religion. The discussion would continue for some time after, largely by mail, and their relationship takes up again in the final chapters of the book. While this approach does provide much of value, it can also make for a challenging read. The linear sequence that we might expect in a biography is somewhat absent in this book, to the degree that other reviewers describe the book as “nonlinear and disorganized,” or “confusing in sequence.” The focus on place and relationships, central to ecology, is difficult to mesh with the focus on an individual that we expect in biography, and this can be a difficult conflict to resolve. Individual organisms might be interesting, but that interest arises from the organism’s physical and social place. Ed Ricketts as an individual is not all that important. The reviews of this book which greeted its appearance in America, where it won a Catholic Press Association Religious Book Award, speak for themselves. 'The real core of the book is the question that is raised - the demanding bone-crushing question we all face - alone - at one time - the question of death/life and immortality. In these few pages we set out on a journey - one that winds its way among ancient stories and myths ... one's constant (...) disturbing companion is death - a reality that keeps breaking in upon our imes, our friends, our dreams and hopes and even our changing and becoming. The richness of the book lies in the questioning and some of the answers other men's times have given in attempt to live with this probing. We meet Kazantzakis, Homer, Melville, Hegel, Dante in their humanness in the face of death and in their timeless answers' (National Catholic Reporter). From the Protestant side, Martin Marty commented how John Dunne, 'perhaps the most intuitive and natively talented Catholic around, has cast a new spell', and The Critic remarked: 'As a meditation ought to be, it is simple and profound at once. And it is beautifully done, in some ways the richest of John Dunne's works.' The debate about genetic modification (GM) can be seen as characteristic of our time. Environmental groups, in challenging GM, are also challenging modernist faith in progress, and science and technology. In this paper we use the case of New Zealand's Royal Commission on Genetic Modification to explore the application of science discourses as used by environmental groups. We do this by situating the debate in the framework of modernity, discussing the use of science by environmental groups, and deconstructing the science (...) discourses evident within environmental groups' submissions to the Commission. We find science being called into question by the very movement that has relied on it to fight environmental issues for many years. The environmental groups are challenging the traditional boundaries of science, for although they use science they also present it as a culturally embedded activity with no greater epistemological authority than other knowledge systems. Their discourses, like that of the other main actors in the GM debate, are thus part of the constant re-negotiation of the cultural construct of 'science'. (shrink)

Ted Shotter's founding of the London Medical Group 50 years ago in 1963 had several far reaching implications for medical ethics, as other papers in this issue indicate. Most significant for the joint authors of this short paper was his founding of the quarterly Journal of Medical Ethics in 1975, with Alastair Campbell as its first editor-in-chief. In 1980 Raanan Gillon began his 20-year editorship . Gillon was succeeded in 2001 by Julian Savulescu, followed by John Harris and (...) Soren Holm in 2004, with Julian Savulescu starting his second and current term in 2011. In 2000 an additional special edition of the JME, Medical Humanities , was published, under the founding joint editorship of Martyn Evans and David Greaves. In 2003 Jane Macnaughton succeeded David Greaves as joint editor. Deborah Kirklin, under whose auspices MH became an independent journal, took over in 2008, and she was succeeded in 2013 by Sue Eckstein. This short paper offers reminiscences and reflections from the two journals’ various editors.From the start the JME was committed to clearly expressed reasoned discussion of ethical issues arising from or related to medical practice and research. In particular, both Edward Shotter and Alastair Campbell, each a cleric , were at pains to make clear that the JME was not a religious journal and that it had no sort of partisan axe to grind.Campbell's appointment as founding editor was something of a surprise, as the original intention had been to appoint a medical doctor, who could be expected to know medical practice from the inside. However, in 1972 Campbell, a Joint Secretary of the Edinburgh Medical Group, had published Moral dilemmas in medicine. …. (shrink)
